All licensed child care centres and family child care homes in Saskatchewan are supported by an Early Learning and Child Care (ELCC) Consultant. ELCC Consultants work collaboratively with centres to promote high-quality early learning environments and ensure compliance with The Child Care Act and The Child Care Regulations, 2015. Their role includes providing guidance on best practices, completing annual licensing inspections, conducting unannounced monitoring visits, supporting boards and staff, and addressing any areas of non-compliance to help ensure children are cared for in safe, nurturing, and developmentally appropriate settings.

 

ELCC Consultants are assigned through the Ministry of Education and provide support to licensed child care programs across Saskatchewan. Rather than having a single consultant permanently assigned to one centre, consultants may rotate or share responsibilities. This model helps ensure consistent oversight, objective assessment, timely support, and equitable access to professional guidance, while maintaining province-wide standards for early learning and child care.
